Required Information for Consular Authentication Application
The documents which are issued by United Arab Emirates notary office and corresponding organization and are to be used in China must be legalized/attested by the Chinese Embassy/Consulate in the United Arab Emirates. The Chinese Consulate-General in Dubai only authenticate documents issued by a notary office or authorized organization and certified by the Consular Department of the UAE Ministry of Foreign Affairs

A.    Process Time:
Usually is 7 working days during during the epidemic (might be delayed because of special circumstances). Any changes will be notified separately.
B.    Application Process
1.    Unofficial documents issued locally in the UAE, such as affidavits, declarations, power of attorney, etc.
a.    Send relevant documents to the notary office of local court in the UAE (only in Dubai, Sharjah, Ajman, Fujairah, Umm Al Quwain, Ras Al-Khaimah) for notarization (some notarizations are also required stamp by the Ministry of Justice).
b.    Send the notarized certificate to the branch office of the Ministry of Foreign Affairs of UAE in Dubai (Sharjah, Ajman, Fujairah, Umm Al Quwain, Ras Al-Khaimah) for authentication.
c.    Send documents which has been authenticated by branch office of UAE MOFA in Dubai (Sharjah, Ajman, Fujairah, Umm Al Quwain, Ras Al-Khaimah) to our center for consular authentication
2.    Official documents issued by the UAE, such as marriage certificate, birth certificate, no criminal record, etc.
a.    Please send documents to branch office of the Ministry of Foreign Affairs of UAE in Dubai (Sharjah, Ajman, Fujairah, Umm Al Quwain, Ras Al-Khaimah) for notarization.
b.    Send documents which has been authenticated by branch office of UAE MOFA in Dubai (Sharjah, Ajman, Fujairah, Umm Al Quwain, Ras Al-Khaimah) to our center for consular authentication
C.    Important Note:
1.    If the notarization document is valid for long term, it can be accepted as long as the signature of UAE officials’ signature is still valid. If the notarization of marital status used for marriage registration is more than three months from the date of notarization, it will not be accepted, applicant need to apply for new notarization again. The notarization of marital status, health, property, income and no criminal record used for adoption in China shall not be notarized for more than six months from the date of notarization to the date of application for registration of adoption.
2.    Documents for consular authentication must be authenticated for each case. A notarial certificate that proves multiple things or contains irrelevant documents will not be authenticated.
3.    Documents whose content does not conform to Chinese law will not be authenticated.
4.    It is not allowed to arbitrarily disassemble and assemble the certification documents due to photocopying and any other reasons. Any legal liabilities that may arise from this should be borne by the applicants themselves.
5.    The charges of authentication by Chinese citizens and Chinese-funded institutions are only for cases that applicant who applying for authentication is Chinese citizen, including but not limited to the following categories:
a.    There is only one party in the foreign document and he/her is Chinese citizen;
b.    There are two or more parties to the foreign document, and one of them is Chinese citizen;
c.    Consular authentication of companies which registered in China;
d.    The consular authentication submitted by foreigners for Chinese citizens, but the consular authentication submitted by Chinese citizens for foreigners is not applicable.
D.    Application Documents
1.    Completed filled "Application Form for Consular Authentication of the Embassy/Consulate of the P.R.China"
2.    The original and photocopy of the valid passport of the applicant
3.    Original and photocopy of the applicant’s UAE resident visa
4.    Original and photocopy of the documents need to be authenticate, (documents should have stamped by notarization seal, authenticate sticker and signature page)
5.    If a representative applies for civil authentication on behalf of the applicant, the representative should submit both original and copy of passport and valid UAE resident visa
6.    Original and photocopy of the documents need to be authenticate. Documents with more than two pages must be fully bound before they are accepted (documents with more than two pages should be bound in a way that is not easy to be dismantled, such as sealing with fire lacquer, cross-page seal, or stamping with steel seal)
7.    For organization and institution certificate Authentication, an official letter signed and stamped by the person in charge of the organization or institution must be issued.
